I'm in the process of completing a level editor for AndEngine that will come with functional level loaders.
It's written in AndEngine and obviously runs on Android devices - I'm currently using it to create levels for my games.
It even allows drawing of cardinal spline and bezier curve shapes/polygons for defining terrain and other bodies and textured polygons.
It will require the TexturedPolygon (recastrodiaz's mods) to utilize textured polygons though, but can be used without.
I'll be announcing its release over the next few weeks (beta release that is)....
